Understanding The HGV Direct Vision Standard

The HGV Direct Vision Standard, commonly referred to as DVS, is a safety initiative aimed at reducing the number of accidents involving heavy goods vehicles (HGVs) in urban areas. The standard was introduced by Transport for London (TfL) and came into effect on 26 October 2020. The goal of the DVS is to improve the safety of vulnerable road users, such as pedestrians, cyclists, and motorcyclists, by increasing the visibility of HGV drivers from their cabs.

Under the DVS, all HGVs over 12 tonnes that operate within Greater London must obtain a safety permit to continue driving in the city. The permit is graded from ‘zero-star’ to ‘five-star’ based on the level of direct vision that the driver has from the cab of the vehicle. HGVs that do not meet the minimum requirements for direct vision are assigned a ‘zero-star’ rating and are required to install additional safety equipment, such as sensors, cameras, and audible warning systems, to improve visibility.

The DVS takes into account various factors that affect the driver’s ability to see the area immediately around the vehicle, known as the “danger zone”. These factors include the height and design of the cab, the positioning of the driver’s seat, and the size and placement of windows. Vehicles with higher cab designs and larger windows are more likely to have better direct vision and are therefore more likely to receive a higher safety rating.

The benefits of the DVS are clear. By increasing the visibility of HGV drivers, the standard helps to reduce the number of accidents involving vulnerable road users. According to TfL, HGVs are involved in a disproportionate number of fatal collisions with cyclists and pedestrians, despite making up only a small percentage of total traffic in London. However, the introduction of the DVS has not been without controversy. Some industry groups have raised concerns about the cost and practicality of implementing the standard, particularly for smaller operators who may not be able to afford the necessary safety equipment. Despite these challenges, the DVS has been largely well-received by the industry. Many operators have already taken steps to comply with the standard, either by retrofitting their existing vehicles with the necessary safety equipment or by purchasing newer vehicles that meet the minimum requirements for direct vision. In the long run, the standard is expected to improve road safety and reduce the number of accidents involving HGVs in London.

In addition to the DVS, TfL has also introduced a number of other initiatives aimed at improving the safety of HGVs in the city. These include the Safer Lorry Scheme, which prohibits vehicles over 3.5 tonnes from turning left at certain junctions unless they are equipped with safety measures such as cameras and sensors. TfL has also established a Direct Vision Standard Permit Checker, which allows operators to check whether their vehicles meet the requirements for a safety permit.

Overall, the HGV Direct Vision Standard represents a significant step forward in improving the safety of HGVs in urban areas. By increasing the visibility of drivers and reducing the number of blind spots, the standard helps to protect vulnerable road users and make the streets safer for everyone.
